He said that the report made by Ling Zhifeng, secretary of the municipal party committee, not only integrates the spirit of the central and provincial party committees, but also aims at the reality of Jinhua. All grass-roots party organizations should quickly set off an upsurge of studying and implementing the spirit of the party congress.
