April 18 -2 August 21 , Deng Xiaoping visited Wuchang, Shenzhen, Shanghai and other places and made a speech, clearly answering many major cognitive problems that have long troubled and bound people's thoughts. It is pointed out that the key to adhering to the line, principles and policies since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China is to adhere to "one center, two basic points " , and the basic line should be managed for 100 years. In particular, it is emphasized that a little more planning or a little more market is not the essential difference between socialism and capitalism.

July 12 -18 , the 14th National Congress of the Communist Party of China was held. The report "Accelerating the pace of reform, opening up and modernization, and winning greater victories in the cause of socialism with Chinese characteristics" adopted by the conference determined that the goal of my country's economic system reform is to establish a socialist market economic system. The Congress adopted the Constitution of the Communist Party of China (Amendment), which incorporated Comrade Deng Xiaoping's theory of building socialism with Chinese characteristics and the party's basic line in the primary stage of socialism into the party constitution.

11 -14 , the Third Plenary Session of the 14th CPC Central Committee was held and adopted the Decision on Several Issues Concerning the Establishment of a Socialist Market Economic System. It is pointed out that the socialist market economic system is combined with the basic socialist system, and the establishment of the socialist market economic system is to make the market play a fundamental role in the allocation of resources under the state's macro-control. 12
