11 , Deng Xiaoping met with Li Yaozi, chairman of the American Chinese Association, and first proposed the concept of "One Country, Two Systems " .

September 17 , the Chinese and American governments issued the Joint Communiqué between the United States of America and the United States of the People's Republic of China on a step-by-step until the final and complete settlement of the issue of US arms sales to Taiwan.
