The newly issued "Code for the Management of Bidding for Infrastructure Projects" mainly includes general principles, preparation before bidding, preparation and announcement of bidding documents, preliminary qualification examination and feedback, bid evaluation committee, bid evaluation methods, bid opening and evaluation, bid selection, contract award, etc. The main issues involved in the bidding process of infrastructure projects are systematically sorted out and stipulated. For example, in the "pre-tender preparation" section, the work flow and corresponding management requirements are clearly defined for project compliance, architectural design scheme confirmation, bill of quantities and budgeting. Since the date of promulgation, the specification has been used in conjunction with the "Bidding Management System" and is applicable to infrastructure projects of the company and its wholly-owned and holding subsidiaries of more than 3 million yuan (inclusive).
