What is "Safety " ?

Risk is absolute, everything has risk, so safety is relative. The greater the risk, the more dangerous; conversely, the less the risk, the safer. Only by understanding what the risk is, taking measures to control the risk, and reducing the risk coefficient, can the safety level be improved. Things are not static. People, machines, materials, methods and rings are always changing, so risks are also changing.
