浙江尖峰集团股份有限公司党委书记、董事长蒋晓萌
尖峰集团1958年从年产3万吨的小水泥厂起家,通过与乡镇企业横向联合、组建企业集团、实施股份制改造,1993年在中国水泥行业率先上市,并进行多元化经营的探索;2007年,尖峰与央企中国建材联合,参与组建南方水泥,将水泥产业重心进行战略转移,同时通过企业并购、科技创新,医药产业迅速发展壮大……这样一家历史悠久、在业内具备良好口碑的企业,浙江省现存最早的上市公司,它的掌门人就是蒋晓萌。
专注实业
从进入尖峰集团的前身金华水泥厂算起,蒋晓萌已经在这家企业度过了近40个年头。作为尖峰发展壮大的亲历者和推动者,蒋晓萌说,尖峰集团的持续稳健发展,得益于长期聚焦实业的专注,这是尖峰的价值取向所在,也是企业的责任所在。无论是早期只有单一的水泥产业,还是上市之后的多元化发展,尖峰的所有投资项目都没有离开过实业。随着新经济业态的不断出现,曾经有不少人建议尖峰向网络等“时髦”又回报丰厚的行业转移,但都被拒绝了。蒋晓萌这样解释说,要用专业的人做专业的事,尖峰多年来的经验、人才、资源积累都在实业方面,新业态虽然好,但不一定就适合尖峰发展。
就拿水泥这个老本行来说,即使在尖峰药业已经占据集团“半壁江山”的今天,尖峰人也一直没有放弃对水泥产业的投入,而且还在不断努力,力求做到更好。2018年,尖峰水泥板块的人均生产能力达到1.4万吨,熟料标准煤耗103kg/t左右,多项技术指标优于行业平均水平。
因为有专注、明确的发展线路,虽然近年来国家经济大环境的重大变化给企业带来一次又一次的考验,在传统产业普遍低迷的时候,尖峰却“逆市而上”,向股东们交出一张漂亮的答卷:从2011年底到2018年底,公司总资产增长88%;净资产增长121.7%,2018年度利润更是以68.87%的同比增长率刷新上市以来最高纪录……这些数据在国内经济发展疲软的当前,无疑是比较突出的。
明确定位
在尖峰集团的发展规划中,对各大产业的发展方向有着明确的定位:水泥产业,以利基者的角色做产业布局,以成本领先的理念获得市场;医药产业,以创新理念引领发展,以行业细分思路获得竞争优势。
在水泥这个老本行做“市场利基者”,即在行业巨头顾及不到的、有资源、有市场的区域发展,确立区域内的竞争优势。与中国建材合作成立南方水泥公司之后,尖峰自有水泥业务离开了缺电、少煤、无油、生产资源匮乏又竞争激烈的浙江,向中西部“一带一路”沿线地区布局,先后在湖北大冶、云南普洱投资建设大型水泥生产线,并强化智能管理、绿色生产,凭借优良的产品质量和名列行业前茅的吨水泥盈利能力,迅速确立了区域市场的成本领先者地位,成为当地市场的主导品牌。
2019年初,在国家级贫困县贵州省黄平县,又一个尖峰水泥生产基地开工建设,有望为当地创造良好的经济、社会效益。蒋晓萌说,有60年水泥企业管理经验的尖峰,目前规模虽然在全国水泥行业不算突出,但由于在布局、工艺、管理等方面的优势,吨盈利水平却处于前列。这也是尖峰对外发展水泥的底气所在。
在医药产业领域,通过加大产业并购、完善产业链,目前尖峰药业旗下已拥有全资、控股和参股的药品研发、生产企业9家,药品经营企业2家,形成了医药中间体原料药、中成药制剂、化学药制剂三大生产基地,建立了以1个省级药物研究院、3个院士专家工作站、4个博士后工作站为主导的研发机构和四大创新药物开发主体的研发体系。目前,尖峰药业拥有国际、国内52项专利(其中发明专利43项),主导产品市场占有率排名前三,并根据社会需求的变化,在抗肿瘤用药、婴幼儿用药领域进一步加大新产品开发力度。
蒋晓萌说,任何一个企业的发展都不可能是一条直线,总是像波浪般有起伏,会有成长期、成熟期到衰退期的过程。如果在还没进入衰退期的时候,能够进入第二波的成长期,企业就会度过难关,迎来新的成长。所以,必须坚持认认真真干好每件事情,要善于把自己的优点与机遇相结合,认准发挥自己的强项,然后再去追求机遇。
学以致用
从进厂时开磨机的毛头小伙,到集团公司的掌门人,企业各个层级的所有岗位,蒋晓萌几乎都干过。老同事有时会半开玩笑地“发牢骚”:“当年一起进厂,现在他是董事长,我们还是小工人。”对此,蒋晓萌认真地说:“其实我跟他们比起来也没特别聪明,如果找原因,大概是因为我把他们玩的时间都用来看书了。”
机会总是属于有准备的人。因为爱学习肯钻研,进厂没几年,蒋晓萌就考上了公司的委培生,被送到浙江大学材料系脱产学习;因为尖峰业务拓展的需要,水泥工人出身的他考出了执业药师证书;利用工作间隙,他先后读出了武汉大学、澳大利亚国立大学的两个硕士学位,目前还在读武汉理工大学博士学位。无论是办公室还是家中,他的案头总是有一摞书。除了企业管理、经济这类“必修课”,文化、历史、哲学,甚至摄影、艺术类书籍也是他经常涉猎的。与人聊天时,无论什么话题,他总能信手拈来,说得头头是道,而且不是简单生硬地照本宣科。历年来,他先后在国家、省级报刊发表了数十篇管理、科研论文;并获得浙江省科学技术一等奖、辽宁省科学技术一等奖;在尖峰拥有的发明专利中,他主导和参与的也达10余项。
知识的广博,视野的开阔,会给人带来更多的灵感;善于学习,善于学而化之、用之,更是一个企业管理者必须具备的基本素质。蒋晓萌经常把一句话挂在嘴边——不会学习,对个人来说是悲哀的,对团队来说是致命的。无论是开会还是单独交流,他经常要求尖峰的管理人员加强学习、提升素质和能力,加强对员工的教育培养。他说:“当今是一个变革的时代,技术、装备乃至思想理念的变化都日新月异。作为企业管理者,专注于工作当然是重要的,但如果只专注工作而不关心外界的变化,不了解别人在想什么、做什么,迟早会被淘汰。只有掌握了新的管理理念、新技术、新技能,结合自身实际为我所用,才有可能去创新、去发展。”
为此,尖峰实施了一年一度的岗位晋级、两年一次的后备人才选拔,邀请专家、学者有针对性地编制课程,对青年骨干进行定向培养;针对管理人员出台了“强制学习制度”,要求他们每年必须有一定的时间参加各种形式的培训教育;利用网络平台开通了“尖峰企业大学”,根据所处行业、岗位的不同,给管理骨干定制各类课程。
不断创新
有人曾问蒋晓萌,何为工匠精神?他回答,工匠精神的精髓在于坚定踏实、专注专业,也就是一种对所做事情和产品品质精益求精、精雕细琢的精神,一种不断推陈出新、不断提升自我的精神。在尖峰的30多年里,他很清楚,企业要保持活力,创新发展是最好的催化剂;要勇立潮头,转型升级是最好的驱动力。
在水泥这个工艺、技术相当成熟的传统行业,善用本地资源、从原燃材料环节控制成本,是企业创新的重要方向。举例来说,云南当地有丰富的褐煤资源,由于褐煤燃点低、热值低、灰分大、储存难度高,虽然价格很便宜,却很难用于工业生产。尖峰在云南投资项目时,偏偏就把目光投向了这块别人不屑一顾的“鸡肋”。经过反复论证和实验,云南尖峰通过技改,成功成为第一家将褐煤用于工业化大生产的水泥企业,进而有效地降低了水泥生产成本。
尖峰药业打造的创新研发平台,除了自有研究院和院士专家、博士后工作站,还和国内外多家科研机构、专业院校建立了良好的长期合作关系,这为尖峰药业产品的创新打下了坚实基础。目前,尖峰药业已成为国家级的专利示范企业,成功开发出两个国家1.1类新药,并有多个产品列入国家高技术产业化示范工程、国家重点新产品计划项目和国家火炬计划项目。
责任担当
蒋晓萌坦言,尖峰之所以能在大浪淘沙的中国市场60余年不倒,除了金华这块土地的养育,还有企业的自身的四大基石:有生命力极强的企业文化,有一条适合自己的发展道路,有一种与自身实力相匹配的内生式扩张欲,有一支高度认同尖峰文化的管理团队。在尖峰集团总部的展示厅里,一张张老照片展示尖峰人创业历程的同时,还让人看到他们积极承担社会责任的一面。蒋晓萌自豪地说:“我们尖峰是一个勇于、乐于承担社会责任的企业!”
上市以来,尖峰累计上缴税和缴纳社保统筹超20亿元,是连续多年的金华市企业纳税大户。云南尖峰2018年在普洱市纳税大户中排名第三,大冶尖峰是湖北省的全国水泥行业主导企业品牌,都为当地经济的发展做出了突出贡献。集团公司和下属参控股企业与8个贫困村结成对子,在改善村容村貌、提高集体经济收入等方面给予帮助;五水共治、抗震救灾、慈善捐款……许多重要活动场合都能看到尖峰人的身影。近年来,尖峰集团分别获得了浙江省政治思想工作先进单位;浙江省企业文化建设先进单位等多项荣誉。
对每一位员工负责,对每一位尖峰人的家庭负责,也是尖峰的一项基本准则。“平平安安上班,平平安安回家”,永远摆在尖峰各项管理工作的第一位,对相关的技改、设备升级也从来不吝投入。在改善员工生活方面,尖峰近十年来,不但员工年均收入保持逾8%的增长幅度,还给予因各种原因导致生活困难的职工相应的关怀和资助,把企业对员工的关心和责任落到实处。
社会责任考量企业担当,生态发展考量企业意识。在生产经营过程中,尖峰努力保护自然环境和生态资源,致力于推进环境保护和节能降耗、资源节约与循环利用等建设。尖峰现有的所有水泥生产线都配备粉尘收集处理、氮氧化物等尾气处理装置,大力推进清洁生产,配套低温余热发电来实现资源再利用;制药企业都具备污水处理系统,严格做到达标排放,实现了企业可持续发展,生态发展已经被深深植入尖峰的企业文化。2015年,尖峰集团被列入浙江省“三名”培育试点企业;2016年荣获“浙江省工业大奖”银奖,“尖峰”商标被国家工商总局认定为中国驰名商标;骨干企业大冶尖峰水泥公司还是湖北省第一家成功实施脱硫、脱硝技术改造的水泥企业。
蒋晓萌说,对于贫困地区来说,送什么都没有送教育好。在金华本地和西藏、新疆、甘肃等地区,建有8所以“尖峰”命名的希望小学,最近一所在云南省普洱市的六顺乡。当时云南尖峰水泥公司的生产线刚刚建成,蒋晓萌拍板把投产典礼的钱节约下来在当地捐建学校,并亲自把第一笔善款25万元送过去,表示以后还会持续关心和帮助学校的发展。他说,我们今天的一点帮助,也许可以改变孩子们未来的人生轨迹。
蒋晓萌常说,优秀的企业家不是一个人,而是一群人,一个团队;企业家的能力不仅是拥有管理企业、指挥运作的能力,更重要的是拥有运筹资源的整合能力、技术运用的能力、市场洞察力,以及对未来市场和发展趋势的把握能力。半个多世纪以来,尖峰始终坚持做实业,明天的尖峰还会继续做实业。不固步自封、墨守成规,不断创造新优势,应对竞争不断激烈的市场环境,进一步做大做强;不断增强自身的能力,抓住稍纵即逝的发展机遇,实现经营管理的新突破,是尖峰可持续发展的最可靠保障。
前不久结束的尖峰集团2019年上半年工作分析会上,蒋晓萌主持发布了《尖峰集团2019-2023发展规划》,进一步向各级经营班子明确今后五年的工作方向和目标。他说,“我之所以能够走到今天,都是尖峰给予的。我没有理由不为这个企业竭尽全力。我们的企业宗旨是‘创造百年尖峰’,这也是一代又一代尖峰人不懈追求的目标,是我们肩头沉甸甸的使命。”

The Company shall organize special operation safety management training
What kind of management process is needed for the special operation permit? How to manage the ticket of the special operation permit? What are the contents of the eight kinds of special operations?... On June 17, the safety committee of the group company organized a special lecture on safety production to conduct systematic and comprehensive training on the safety management knowledge of special operations. The trainer invited for this training is Ge Zhengliang, head of EHS (Environmental Environment, Health Health, Safety) of Zhejiang Prodbang Pharmaceutical Co., Ltd. He has many years of experience in enterprise safety production management and is also a well-known safety management expert in Jinhua region. He has participated in the enterprise safety and environmental protection inspection organized by Jinhua Safety Supervision Bureau for many times and has a certain understanding of the situation of major enterprises in the peak. In this lecture, Ge Zhengliang divided into four parts: division of special operation license scope, special operation license management process, special operation license ticket management, and eight major types of special operation contents. Yunnan Jianfeng won the honor of "key leading enterprise in Pu'er City"
Recently, Yunnan Jianfeng Cement Company was awarded the honorary title of "2016 Pu'er Key Leading Enterprise" by the Pu'er Municipal Party Committee and Municipal Government. In recent years, according to the requirements of the group company's "three reductions and three improvements", Yunnan Jianfeng has focused on internal management and external market expansion, tried every means to reduce costs in production, timely controlled market trends in sales, and constantly refreshed various business indicators.
