Simao is an important border town in Yunnan Province and a transportation hub along the southwest of Yunnan Province. During the battle, the Puguang troops learned that the Kuomintang county magistrate Sun Jiewu had not returned from playing mahjong in the home of the local gentry, and immediately sent people to arrest him and ordered him to shout that the county government's standing squadron should surrender with guns.
