Summarizing the previous safety management situation, the management defects are more or less manifested in the following ten aspects:
1. Safety management organization defects. 2. Safety rules and regulations are flawed. 3. Insufficient safety quality of employees. Insufficient safety education and training for employees, safety management personnel and grassroots operators have not received training or insufficient training hours, and do not have the corresponding safety production knowledge and job ability; The quality of employees is low, the knowledge is outdated, and the concept is backward, resulting in poor safety awareness and a large number of unsafe behaviors; The safety education and training of foreign employees are ignored.
4. loose management of hazardous chemicals, hazardous processes and major hazard sources, inadequate monitoring measures, insufficient risk identification, unclear control methods, insufficient prevention and emergency treatment, and backward predictive management methods.
5. The supervision, inspection and assessment of management personnel are insufficient, there are prohibitions, orders, illegal behaviors, and special operation safety management is not in place.
6. Hidden dangers are not thoroughly investigated and control measures are not appropriate.
7. New construction, renovation projects or new equipment of enterprises fail to carry out "three simultaneous" safety facilities as required, resulting in congenital deficiency of safety production conditions.
8. Insufficient investment in safety funds, insufficient safety education and training, inadequate personal protection, insufficient safety facilities, and failure to provide funds for the investigation and management of hidden dangers of accidents have led to accidents.
9. Failure to establish safety production record files is not conducive to timely, comprehensive and systematic grasp of the safety production situation of enterprises and timely reflection of safety production trends; It is not conducive to analyzing the risk factors in safety production and making safety management decisions. The safety management system has not formed a virtuous circle mode of "PDCA .
10. The training is conducted through on-site teaching, online teaching, and learning platform question bank exercises. After the training, the group company will organize the employees who participate in the grade identification to carry out examination and assessment, and those who pass the examination will complete the grade identification and issue the skill grade certificate. It is understood that in order to ensure the quality of vocational skill level identification, after the company was approved to independently identify the vocational skill level, the human resources department of the group organized all units to compile the question bank for various types of work in combination with the actual situation of the enterprise and with reference to the national vocational skill standards and training syllabus and other materials. after classification, unification and standardization, verification and proofreading, the preparation of the question bank has been basically completed. After being submitted to the superior unit for examination and approval, the company will import the question bank on the enterprise university platform to facilitate employees to prepare for the examination. The question bank for the independent identification of vocational skills level will also be extracted from the question banks of various industries, including professional ethics, basic knowledge, safety and environmental protection knowledge, laws and regulations knowledge, professional work practice and other national vocational skills standards.
