尖峰药业
1994年11月,尖峰竞价买下金华市味精厂的全部产权,不仅开浙江省中型国企破产拍卖之先河,也为未来尖峰医药产业的发展埋下了伏笔。
1995年成立医药发展部,1996年成立医药发展公司、跨区域兼并临海制药厂,尖峰正式吹向了进军医药行业的号角。
1998年12月31日,浙江尖峰药业有限公司正式注册成立。但直到此时,许多人还会对尖峰涉足医药产业心生质疑:“你们那水泥窑里做出来的药,能吃吗?”对这个疑问,尖峰人用事实给予了一个醒目的回应。
此后的短短几年间,迅速将全国医药百强企业、浙江省医药工业十强企业、国家火炬计划重点高新技术企业等荣誉收入囊中。随着企业的发展,尖峰药业除拥有位于浙江金华的制剂药品生产制造研发中心、位于安徽池州的原料药基地外,一个浙江省级药物研究院、两个院士专家工作站、四个国家级博士后流动站,还在上海有两家研发机构,拥有多项国际专利和发明专利,并与国内相关科研院所、高校广泛合作,共同搭建医药研发平台。
未来的日子里,尖峰药业在狠抓技术创新和产品研发的同时,将继续积极参与行业整合,力争成为产品细分市场的龙头企业。
2018年是尖峰药业注册成立20周年。但如果追溯金西制药厂的历史,却要比尖峰药业还要久远。
1994年,尖峰集团收购金华味精厂之后,经济新建、改造,并兼并了原金华市生化制药厂,整合之后成为江南制药厂,主要从事原料合成、冻干粉针、固体制剂产品,成为尖峰药业重要的生产基地。
2011年,随着尖峰药业的发展,江南厂原有产能已不能满足需求,必须扩大原料药和制剂的生产规模。而根据金华市城市发展情况,该厂原址已不适合继续扩大药品生产。经过多方考察后,决定对江南厂进行异地改造,在金华市金西开发区建设生产基地。2012年夏,金西生产基地项目奠基开工。
金西制药厂
优质高标准制剂制造平台
金西制药厂项目分两期实施,全部建成后,将拥有年产35吨头孢类、抗肿瘤药类等原料生产线(为制剂配套)和2亿支各类粉针生产线。一期项目已于2015年建成,并完成江南制药厂的异地搬迁改造。二期项目已于近期启动,将投资逾五亿元,建设符合欧美GMP要求的国际化制剂制造平台。
金西制药厂目前拥有头孢原料药、普通原料药和抗肿瘤原料药三个原料车间,为主要制剂提供原料药配套生产;综合制剂车间主要生产片剂(主打产品门冬氨酸氨氯地平片、盐酸帕罗西汀片、醋氯酚酸缓释片)、胶囊和滴丸制剂(愈风宁心滴丸);粉针车间三条生产线,主要生产无菌粉针(注射用盐酸头孢甲肟、注射用喷昔洛韦、注射用头孢西丁钠)和冻干粉针(注射用利巴韦林)等剂型,为整个尖峰药业产品销售做了坚实后盾。
金西厂各条生产线均采用了目前具有国内先进水平的工艺技术和设备,其中一条无菌分装线全套引进德国BOSCH气流分装设备,为尖峰药品质量的稳定提高,进而努力争取通过欧盟认证,药品打入国际市场奠定了坚实的基础。
在建设过程中,配套建设了与企业相适应的污水处理站、最具现代化的废气集气焚烧系统、危化品和易制毒品专用仓库等一系列环保、消防、职业安全等设施,并通过日常工作中的宣传、培训、激励措施,提高全员节能降耗意识,为降低生产成本出谋划策,并积极开展相关的技术期待着,在产品质量和收率不断稳步提高、消耗显著下降,也及时将技术成果总结,申报多项技术专利和新型实用专利。
金西生产基地建设,对尖峰医药业务的进一步拓展,提升整体技术工艺水平、扩大产业规模具有战略意义,将提升尖峰药业的综合竞争力、实现可持续发展。金西制药厂不但是尖峰集团在金华本部的重点骨干企业,还是金西开发区的纳税大户,更是浙江省重点示范性企业。
秋滨制药厂
专业优质注射剂生产基地
秋滨制药厂刚建成的时候,全新的厂房、先进的设备、优美的环境,曾是尖峰药业的形象窗口。这里接待过一批批前来参观考察的省市级领导;这里是尖峰药业专业生产注射液的规模化制药基地,是当时华东地区最大的单体药厂,十多年来,秋滨制药厂发生了一系列变化。
新增生产线
随着医改政策的进一步落实,人工牛黄下游行业将进入新一轮景气周期,药业公司具有多年人工牛黄生产的经验,于是,2017年人工牛黄车间的改造就在秋滨厂开始了。秋滨厂利用现有车间架构、公用工程和操作人员,通过添置双锥回转真空干燥机、卧式球磨粉粹机组、料斗及提升机、密闭过筛系统等生产设备,并对部分公用系统进行升级改造,建设了一条年产100吨的规范生产线。同时,与代理商合作,秋滨厂负责人工牛黄的生产,对方负责销售。改造完成并与今年1月通过GMP认证现场检查,拿到证书后,人工牛黄车间也正式投入生产,产品质量和稳定性都非常好。“现在正处于市场开发期和培育期,我们将提供优质的产品和服务,协助代理商尽快占领市场,实现共赢,使企业良性发展。”秋滨厂厂长伊胜荣说。
近期,为了满足销售需求,秋滨厂将人工牛黄的生产批量从100公斤扩大至600公斤。球磨机的转速、球磨时间、瓷球数量和配比等工艺参数是影响人工牛黄产品品质的重要因素,批量改了,这些参数也需要重新摸索,于是生产质量部门又重新对这些参数进行了多次验证,确保产品合格。
新增生产线后的秋滨厂,目前主要有大、小容量注射液,滴眼、滴耳剂和人工牛黄原料药这几条符合GMP生产标准的生产线。
注重产品质量
药品直接关系到人们的身体健康甚至生死存亡,一旦出现质量问题,就可能危害我们的生命,所以药品的质量容不得半点马虎,在生产过程中,必须严格按照GMP标准生产,严格控制药品质量。质量就是生命,从秋滨厂建厂之初,每一位员工都被灌输这一理念,并力求从源头上杜绝不合格药品的产生。因为是制药车间,无菌要求都比较高,因此从原料到成品,任何一个环节都非常重要。秋滨厂不仅每个车间按照GMP要求配备了QA、QC等质量监管人员,并严格按照GMP的要求,不定期组织相关人员进行质量管理、法律法规、操作指南等相关知识培训,保证出厂的每一个产品都是合格安全的。对于相关政策和工艺要求的变化,秋滨厂也及时了解,并加以解读后给普及给相关人员,确保全员能够更快了解掌握。
今年秋滨厂质量部门非常忙碌,年初完成人工牛黄生产线GMP认证后,紧接着就是准备滴眼、滴耳剂生产线GMP复认证的资料,在准备资料的同时,为了确保车间生产条件完全符合GMP要求,秋滨厂还对车间空调现有的高效过滤器进行了全面更换并重新进行了净化测试。根据省局相关要求,还进行了培养基模拟灌装试验(在无菌生产工艺验证中,以模拟介质替代产品,灌入适量的无菌培养基模拟实际产品灌装过程,以检验无菌生产线能否达到无菌保证水平。),以全面验证秋滨厂现有生产线的厂房、人员、设备、环境及无菌生产工艺是否能保证生产出符合预定质量标准的无菌产品。样品经培养检查,为发现有阳性瓶,验证结果符合要求。
“以前厂里生产使用的原料药都是外购,而人工牛黄作为原料药销给其他企业,这就需要接受其他企业对秋滨厂的审计,之前都是我们出去审计别人,现在是被审计了,今年已经有6家企业到我们这进行现场审计了。”负责质量管理的钱胜华说,角色的改变,给秋滨厂的质量管理提出了更高的要求。这一次次的审计也让秋滨厂能够不断完善自己的质量管理工作。除了接受外部审计外,每年秋滨厂也会去外购原料供应商和直接接触药物的包材供应商进行审计,从各方面对药品品质严防死守。
在全体员工的共同努力下,近几年来,秋滨厂的中间体检测、成品的合格率都是100%,基本无质量投诉。
更环保、更安全
近年来,国家对于安全和环保越来越重视,作为制药企业,秋滨厂更是不敢有一丝松懈,争取创建安全、环保无事故工厂。每年尖峰药业都会投入大量资金用于环保设施改造,定期维护保养,企业环境行为等级已连续几年被评定为绿色(环境行为优秀)。2016年秋滨厂通过清洁生产复审和环境体系认证。人工牛黄改造项目的环保现场验收也于日前完成。
2016年初,产品开发部搬入秋滨厂,产品研发的小试、中试环节都在这里进行。为此,秋滨厂对污水处理设施进行了整治提升,实验中收集的高浓度废液,都是定期送往有相关资质的公司进行处理,平时洗瓶洗罐产生的废水,则通过管道进入调节池处理。针对实验过程中产生的有毒有害气体,秋滨厂专门建设了废气处理塔,将有毒有害气体收集处理,符合大气排放标准后排出。秋滨厂还对危废仓库进行改造,增加废液泄漏收集系统,提高了应对突发事件的处理能力;对全厂的废弃材料进行分类清理,可回收材料、生活垃圾交由环卫处处理,有机溶剂、废药品、废包材等放置危废库中分类存放,交有资质的单位定期处置。今年,秋滨厂还对污水处理设施菌种进行培养,加强其处理能力;对事故应急池内污泥进行清理、分装、晾干,并联系有资质的单位进行处置;对雨水管道进行全面清理等。秋滨厂通过环保设施投入、日常环保管理等多种措施,保证各项污染物长期稳定达标排放。
与环保并重的还有安全,秋滨厂作为安全生产标准化三级企业,每年都会签订《安全环保生产目标责任书》,人人签订,层层落实;每月组织一次安全会议和安全检查活动,要求员工认真填写隐患检查表和违章行为自查表;定期组织安全培训、应急演练、新工艺新设备相关培训,提高员工的安全防范意识。秋滨厂还对容易产生职业病的岗位进行摸底,针对噪音和粉尘污染较为严重的岗位,购置耳塞和防尘口罩等防护用具,以更好地保证员工的身体健康。这种种制度和措施的施行,近几年,秋滨厂没有发生一起环保举报、上访或投诉事件,环保排放指标全面达标,没有发生一起安全事故和工伤事故。
为了提高劳动生产率,降低消耗,秋滨厂还对车间考核、工艺技术等方面进行了改进。针对车间缺员情况,生产车间重新修订了计酬考核的比例系数和产品消耗定额;增加预溶罐体积,扩大批产量,通过降低玻璃酸钠投料比例,解决工艺可操作性、合规性,有效降低原辅料成本;对牛黄线真空泵冷却水系统进行改造,将原冷却后直接排放改接入冷却塔循环重新利用;为提高包装效率,计划采购自动包装机进行产品包装。
现在秋滨厂经营班子着重把握员工队伍的稳定和操作技能的提升,确保产品质量、安全、环保各项工作不出问题,尽管产品少、产量低,但质量、安全、环保、卫生、操作规范等方面的培养提升都不能落下。一旦有新产品注入生产,或者现有产品上量,秋滨厂能够随时应对扩大生产能力的新情况,因为大家都时刻准备着。
金华市医药公司
强服务 重执行 拓市场
金华市医药有限公司前身是浙江金华医药采购供应二级站,始建于20世纪50年代初,为浙江中西部地区大型药品批发企业。1999年,尖峰以资产重组方式将其纳入旗下,成为尖峰药业直属商业企业。2001年,尖峰药业对医药公司的业务进行拆分,在原有的18家零售药店的基础上成立了尖峰大药房连锁有限公司,从此,医药公司成为一家专业从事批发、调拨的医药销售企业。
细致服务拓市场
医药行业自2014年开始进入医改深水区,伴随着招标降价等因素,医药行业进入调整时期,随着 “二次议价”“三医联动”“医保支付价”“两票制”等国家政策的不断推进,我国药品流通行业集中度进一步提升,这给医药公司带来了许多压力,但同时也是机遇。在这样的情况下,医药公司积极应对,及时召开销售会议,采购员在与上游医药企业沟通时阐明自身优势,争取开户和经营权,进一步优化产品结构,而业务员也加强与各级医疗机构的沟通,不放过、不错过,以更优质的服务争取配送权。
“在这外部环境艰难的情况下,我们的员工付出更多了,而得到的却较之前要少,但他们还是依然坚守着,没有放弃。”医药公司总经理吴卫胜对业务员们的付出表达了极大的肯定。由于外部环境和医改政策的双重影响,医药公司原有的一些优势逐渐丧失,医药公司要求业务员要进一步强化优质服务,对现有品种进行梳理,了解各医药机构用药情况,不厌其烦地做好客情维护工作,使服务更细致、周到。仓库发货要求要当天报当天送,同时要求外包物流单位要将货品送至客户的仓库摆放好,从细节上完善各项服务工作,以提高客户的服务满意度。
作为一家流通企业,医药公司既要面对客户,也要面对供应商。为了加强服务,方便与客户、供应商沟通交流,近几年,医药公司顺应行业发展需要,也对部分设施设备进行了信息化改造。以前客户和供应商需要了解药品、库存等产品信息需要通过联系业务员与采购人员,而去年医药公司专门设置了一个网站平台,客户可以自己打开平台页面进行药品流向查询,极大程度方便了客户了解产品库存等信息,同时也提高了工作效率。
加强管理重执行
医药公司还非常注重内部管理,通过强化管理来降低运营成本。为了规范采购管理,2017年4月27日,医药公司对中药材进行了比质比价、公开透明的采购招标,医药公司班子成员和中药销售部负责人、质检员、销售员等组成评审小组,对参与投标的所有原药材从外观质量到内在品质进行现场综合质量评定,选中品种后再与供应商进行价格谈判,最终选定供应商。这是医药公司第一次就重要原药材进行这样的招标,也是医药公司变革采购模式的第一步。采用比质比价、公开透明的集中招标,从管理人员到经办人员一同参加招标会,大家决议,这样既可以降低采购成本,又有质量保证和价格优势,更加有利于增强市场竞争力,以树立尖峰中药饮片的品牌优势。
2016年9月,医药公司又对仓库进行了物流电子标签的智能化改造,对仓库个楼层的工艺平面布局重新进行规划设计,分为散件库和整件库;重新安装了货架存储、拣选、符合、冷风机、周转箱等硬件设施设备,同时将仓库管理系统软件与原计算机业务管理系统进行了数据对接。改造完成后,整个药品入库、出库过程全部通过手持电脑终端和电子标签进行作业,大大降低了出入库过程的差错率,而且通过电子标签拣货,还能降低员工找货的时间,提高仓储物流的工作效率。这个项目的使用,提升了医药公司在销售运营、仓管储运等方面的管理水平,提高了药品仓储的库容量和发货质量。
医药公司还加强了对考勤、执行力等方面的管理,并重新整理修订编制了一系列规章制度,以提高员工的工作效率和积极性。为了给员工示范,各项管理制度开展以来,领导班子、党员干部以身作则,带头执行,执行效果很好,医药公司的风气也得到了非常大的改善。同时,医药公司对于违规行为加大了处罚力度,有一次卫生检查中,仓库现场发现了一个烟头,仓库主任处罚1000元,仓库副主任处罚800元、班子成员、安全管理员每人500元,事发楼层两位主管每人处罚300元、其他仓管人员也进行了考核。“也有人喊冤,但安全无小事,特别是在重点禁烟区,重罚才能让大家明确我们执行制度的决心,而且发现问题了就是我们没有管理好,就应该罚。”在医药公司管理制度执行上,绝对没有讨价还价的余地。

企业要想得到良好的发展,关键在人。尖峰的管理一向以人为本,注重发挥每一个员工的作用,医药公司自然也不例外。工作中,医药公司经常组织会议,听取员工的意见和建议,根据员工提出的合理化建议,结合公司发展现状进行落实。在日常生活中,医药公司也认真为员工着想,组织各类培训、知识竞赛和文体活动,提高员工的业务水平和综合素质,丰富员工的文化生活。

作为尖峰集团窗口企业的尖峰大药房连锁有限公司,由金华市医药公司下属零售药店组建而成,是首批“浙江老字号”“金华老字号”企业,也是首批通过国家GSP认证的零售连锁企业。目前,大药房共有连锁门店35家,主要分布在金华市区、永康市、兰溪市等地,其中医保店21家,慢性病定点药店1家,大病医保品种指定药店2家,中医坐堂药店4家。
近几年,尖峰大药房根据各门店销售定位的不同打造了特色经营模式,使药店逐步向专业药店发展,最终实现从药品销售者到健康管理专业服务提供者的转型。
