But it is undeniable that there are still violations every year, and even some violations lead to safety accidents. If in the above example, lying on the bench to rest is regarded as illegal homework, then we can see that after installing the grille, it is impossible to lie down (illegal). We can also get some inspiration from it. Although education and training are very important, if they can be supplemented by some practical preventive measures, the effect can be better. In particular, if we can build a firewall against regulations through some innovative thinking, we can completely eliminate the possibility of illegal operations from the equipment and facilities, so that we can even violate regulations unconditionally, which greatly improves the safety operation coefficient.
It should be said that most illegal operations are due to cumbersome rules and regulations, greed for convenience, omission of necessary procedures and fluke mentality. Violations may not necessarily lead to accidents, but accidents must be caused by violations. Therefore, how to improve the safety and reliability of equipment and facilities and eliminate the breeding ground for illegal behaviors should be the highest pursuit goal of safety managers at all levels of the enterprise.
