My "Accredited" Experience

Five years ago, I transferred from the workshop to Daye Peak Comprehensive Department, and the most important task given to me was to handle the accreditation. What is meant by "accreditation"? Explained in technical terms is the act of an administrative organ granting permission to engage in a particular activity on the basis of an enterprise's application. To put it bluntly, the business license, mining license, safety production license, water intake license, forestry land use license, etc. in the daily operation of the enterprise all have a validity period. My main job is to complete the extension before these certificates expire. Procedures, obtain new administrative licenses, and avoid the risks caused by unlicensed production.

All administrative examination and approval procedures for mines can only be declared through normal procedures after being examined and approved by the office. Moreover, before the office is audited, opinions from the forestry, environmental protection, safety supervision and land departments at the city and county levels are also required. As soon as this policy was introduced, all mining-related companies were wailing, and our two raw material mines were inevitably affected. Seeing that the expiration time of the mining license is getting closer and closer, getting a new license is far away. During that time, I was under great pressure. I was anxious and irritated, and blisters formed on the corners of my mouth.

Only after the local land department approved the application for a new license can the local land department be submitted to the provincial land department to apply for a new license. The validity period of the original mining license has also begun the final countdown. Although the factory has made a certain reserve of raw materials in advance, it can only be extended for three months at most. At this time of fire, I did not expect a leader of the municipal land department to think that one item in the reported materials was inconsistent with the "five sides and three changes" regulations and asked to be returned and redone. When I got the news, I felt as if I had been thunderstruck, and the whole people were stunned. I hurried to the leader's office to communicate, reason, state the facts, talk about the weather, talk about gossip, pretend to be wronged, pretend to be pitiful, and had the cheek to stay in his office all day. At noon, I also went to the canteen to rub a working meal. Finally, because the mining license of Daye Peak was issued by the Provincial Department of Land and Resources, and the "five sides and three modernizations" office is a newly established institution in prefecture-level cities, the provincial examination and approval authority completely ignored this factor in the review process, while the local land and resources bureau was only in the first instance, and the final decision was made by the Provincial Department of Land and Resources. The leader who had been harassed by me for a whole day finally let go and agreed to report the application materials to the provincial land department.

Since the information was reported to the province, I have been ready to fight a protracted war. However, the stock of raw materials in the factory is getting less and less day by day, and the whole Daye peak is waiting for my new mining license, which makes my heart heavy all the time. I know that every Daye peak person is silently encouraging me behind my back. I am also prepared to stay in the province and decide not to give up until I get a new mining license. But no matter how much pressure, every time I go to the Land and Resources Department, I always smile. Every competent office goes to say hello, chat, and talk nonsense in a serious manner, trying to close everyone's relationship and pave the way for getting a new mining license.

At the beginning of 2015 , the new mining license finally came down. Moreover, for other reasons, the new mining license is valid for 8 years, which is 3 years longer than the original validity.

I still remember the scene at that time very clearly. On that day, I walked out of the gate of the Provincial Land Department with a new mining license. I calmly opened the car door, sat down, shivered out my cigarette, and couldn't hit the lighter several times. The driving colleague asked me why. I smiled and said nothing. I collapsed on the seat. Suddenly, I felt the corner of my eye was wet. Was it because the window was not closed and sand was scraped into my eye? Yes, that must be the case. Wipe the corner of my eye, continue to bow their heads and smoke, even smoke three times before the mood completely calm down, took out a phone to report to the company leadership. On the way back, the sky was particularly blue, the smiling faces of the pedestrians were particularly bright, and even the young man who crossed the road looked particularly handsome...

Unconsciously, more than three years passed, I was still working on all kinds of certificates, and I had encountered reprimands and rejections, and also gained understanding and support, but I never encountered the suffering, hardship and long experience of handling certificates like mining certificates. In the process of many times, I have learned a lot. Each taste is an experience, which is honed and improved. Looking back, since I have chosen the big family of spike, I will stride forward unswervingly. Along the way, there are not only unlimited scenery, but also countless spike people like you and me who accompany me to push spike forward towards the dream of a century-old enterprise.

Jinxi plant environmental protection facilities through the completion of acceptance

On November 1, Jianfeng Pharmaceutical Jinxi Pharmaceutical Factory successfully obtained the approval from Zhejiang Environmental Protection Department that the environmental protection facilities of the project passed the completion acceptance, and a key work of Jianfeng Pharmaceutical in 2016 came to an end. Jianfeng Pharmaceutical's annual output of 35 tons of cephalosporins, anti-tumor drugs and other raw material production lines and various preparation production lines technological transformation projects started construction in Jinxi Development Zone in October 2012 and were almost completed in September 2015. The construction of the project strictly abided by the "three simultaneous" system of environmental protection, conscientiously implemented the requirements in the environmental impact assessment report and its approval documents, and invested 19.34 million yuan in environmental protection facilities. The plant has basically realized the separation of clean and sewage. A new wastewater treatment system with a daily treatment capacity of 700 cubic meters and a "physical, chemical and biochemical" treatment process has been built, and an online monitoring device networked with the environmental protection department has been installed. All kinds of production wastewater, public works wastewater and domestic sewage are treated by the wastewater station and sent to Jinxi Sewage Treatment Plant for centralized treatment; there is an RTO regenerative incineration device of 10000 cubic meters per hour and a centralized treatment device of 4000 cubic meters per hour for chlorine-containing organic waste gas. All kinds of waste gas are discharged after collection and treatment. In October 2015, with the approval of Jinhua Economic and Technological Development Zone Branch of Jinhua Environmental Protection Bureau, the trial production of Jinxi project was carried out. After more than half a year of operation, in early July 2016, Zhejiang Environmental Monitoring Center Station carried out completion acceptance monitoring of environmental protection treatment facilities such as waste water and waste gas of Jinxi Pharmaceutical Factory, and issued a completion acceptance monitoring report of environmental protection facilities at the end of August.

Daye Jianfeng Safety Standard was awarded as the only award-winning enterprise in daye city in 2015.

Due to the achievements made in the establishment of secondary safety production standardization, daye peak cement company recently received a special award of 200000 yuan from daye municipal government. In order to encourage industrial and commercial enterprises in the region to improve their production safety, daye municipal government set up a special fund in 2015, stipulating that 200000 yuan will be awarded to those who pass the secondary safety standardization review before December 31, 2015. It is understood that among the industrial and commercial enterprises in daye city, there were 4 enterprises that applied for and passed the examination in 2015, but only daye peak passed the examination before December. Two Cement Enterprises Start to Implement "Big Patrol Inspection"

With the change of the competition situation in the industry, the profit space of cement production enterprises has been greatly squeezed. In order to ensure the smooth implementation of the large-scale inspection, daye peak management team has repeatedly communicated and discussed with the heads of relevant workshops and departments, and held a special workshop post optimization promotion meeting in September to clarify objectives and responsibilities, formulate implementation steps, and do a lot of preparatory work. At the kick-off meeting for the implementation of the large-scale inspection on October 31, Zhang Fengliang asked daye peak employees to recognize the current situation of serious cement overcapacity and cruel market competition, understand the necessity of implementing the large-scale inspection, and asked the workshop leaders to do a good job in training and guiding the employees, shorten the transition period, normalize the operation of the large-scale inspection as soon as possible, and at the same time, managers should also change their working ideas and concepts and do a good job in full-time, strengthen the inspection, overhaul and maintenance of the regular day shift, and find and solve the problems existing in the equipment and process in time.
