I am a safety management worker in Tianjin Jianfeng Natural Products Company. Someone once asked me, no accident is safe? Obviously not, no accident is a result, accident and safety is not relative, and risk and safety is relative. Therefore, safety management is to prevent and control risks, so that no safety accidents or minimize the loss caused by accidents.
Security risk exists objectively. It exists at any time and in any space. How to control the risk more effectively is a permanent issue of security management. The following four aspects are my core experience of safety management.
First of all, to effectively control risk, accountability and rules and regulations are the guidelines. The Safety Production Law proposes that production and business units must establish and improve the safety production responsibility system and safety production rules and regulations for all employees. Safety is the lifeline of an enterprise. The full responsibility system and the preparation of rules and regulations must be realistic. The system requires that while fully implementing laws, regulations, standards and norms, it must also be operable within the enterprise. Only in this way, the whole system from the scope of responsibility to the inspection and assessment can be fully and effectively implemented. The full safety responsibility system must be horizontal to the side and vertical to the end. From every department to every person, the full responsibility must be compacted by the management, especially the responsibility content of key positions, and the frequency of training should be increased.
Secondly, safety education and training is an important way of risk control and a concrete manifestation of the implementation of "safety first, prevention first. According to survey statistics, more than 90% of accidents are caused by unsafe behaviors of people. Failure to operate in accordance with operating procedures, ignoring safety, ignoring warning signs, incorrect use of labor protection equipment, venturing into dangerous areas, etc. are all human unsafe behaviors, and the most important way to prevent these unsafe behaviors is education and training. In safety education and training, we must resolutely overcome the coping tasks such as "scripted" and "borrowlism"; we must use various forms and fresh content to stimulate the enthusiasm of employees, activate the atmosphere of education and training, and appropriately carry out award-winning contests and other activities to increase the enthusiasm of employees in training and achieve better training results. In addition, the daily management process should also regularly check and assess education and training, check whether the relevant departments are carried out as scheduled in accordance with the annual training plan, check the implementation of the three-level education of employees, and urge relevant departments and personnel to complete education and training through assessment. The cost of safety training is very low, but the cost of accidents is very high. Only by earnestly implementing education and training can the overall quality of the workforce be improved. When employees master the knowledge of safety production, their natural safety awareness will be improved, and the possibility of accidents will be greatly improved. Reduced.
Third, do a good job in risk classification control and hidden danger investigation and management, and build two firewalls for safe production. Risk identification is the basis of risk classification and control. Enterprises should improve the ability of employees to identify and control risks through training. They should participate in all employees, the whole process and all directions, and make a list for each post to fully identify. Safety management personnel should scientifically and rigorously analyze each hazardous material, each hazardous equipment and each operation activity, and accurately prevent and control them after classification. The second firewall, hidden danger investigation and management should be organically integrated with risk classification and control. Through risk analysis and evaluation results, a list of hidden danger investigation should be formulated, a hidden danger investigation plan should be prepared, and hidden danger management should be carried out after hidden danger investigation, so as to eliminate hidden dangers from the source or reduce the possibility of accidents.
Fourth, do a good job in emergency management. In recent years, a large part of the many major accidents that have occurred in China is that they have not done a good job in emergency management, companies have not conducted drills, do not understand the handling methods of abnormal working conditions, and employees lack emergency knowledge, which has caused major disasters and brought huge disasters to families. The grief has brought huge losses to the enterprise. Therefore, enterprises should strengthen emergency management, focusing on the management of the four stages of prevention, preparation, accident response and recovery. The emergency rescue plan should be taken as the core, and the whole process of management should be carried out for all kinds of dangerous situations, dangerous events and accidents from the construction of emergency team, emergency material reserve, personnel education and training, plan drill, danger warning to accident emergency disposal. Through emergency drills, the emergency response ability and evacuation speed of employees are tested, the cooperative combat ability and level of each emergency team are improved, and various operation safety precautions, scientific rescue methods and skills are mastered. At the same time, the feasibility of the emergency plan is also tested. Provide a basis for revising the plan. Therefore, only by doing a good job in emergency management can we be fearless in the face of danger, deal with chaos, and build the last line of defense for enterprises to secure production safety.
