保命的头盔,今天你戴了吗?从4月份起,金华市开展以电动自行车佩戴安全头盔为重点的专项整治管理。现在,等红绿灯时,我们会发现骑乘电动自行车的人员都佩戴上了安全头盔,这是交警和志愿者多次专项管理和劝导的结果。
同样,任何行为和事件的安全也要通过管理实现,安全的管理最终目标是安全文化管理,实现既定安全目标的活动过程。社会文明建设是漫长的过程,安全文明管理也是一个漫长永恒的课题,个人认为做好安全文明的管理应该注意以下方面内容:
首先,必须坚持把“安全第一”的理念深入人心。今年“安全生产月”以“防风险、除隐患、遏事故”为主题,就是从国家的理念出发,开展多种形式的宣传教育活动,目的是提高全国人民安全意识,持续强调“安全第一”,各行业要营造良好的安全生产环境,特别是不再让江苏响水“3.21”此类安全事故发生。
其次,进一步强化安全文化教育。安全教育的一句俗语是“年年讲、月月讲、周周讲、天天讲”。尖峰国际贸易仓储物流基地的特点是,夜间工作业务量大,车多人多,且多数车和人都是流动的,规范个人的安全行为比工厂的安全管理难度高,所以他们就利用广播,将安全政策法律法规、消防管理规定、吸烟管理规定等安全制度循环播放,和高铁上的吸烟管理规定广播安全教育类似,安全提示不断在人们的记忆中强化,安全教育取得了很好的效果。据他们的安全员介绍,通过几个月广播播放,物流公司车辆进出和停放井然有序,吸烟的人员也自觉在吸烟室吸烟。因此,交通事故安全风险降低了许多,流动吸烟隐患也得到了有效整治。
再次,要有“走出去”的思想,学习先进的安全管理手段和方法。我们集团内部单位的交叉安全检查也是一种创新、互相学习的过程,单位的类型性质不同,有一般制造业、危化生产制造业、医药生产制造业、经营业、物流业等多种类型,所以安全监管的重点会有所不同,可以相互学习交流。例如,电缆公司的安全晨会制度,已经实行多年,简单易行,效果很好。安全管理形式多种多样,要有创新思想,“个人主义”有它的局限性,所以必须去不断学习,学习他家之长,取为我用,“三人行必有我师”可以得到意想不到的结果。
大家都还记得,在2018年文明城市年度测评中,金华以96.47分在113个地级提名城市中排名首位,这成绩来自金华每个市民参与文明城市建设的结果。所以,安全管理不是一些安全员的事情,是需要每一位员工共同参与的事情,安全管理水平的提升也不是一朝一夕的事情,需要始终坚持不断创新和学习,这样我们也会有良好的成绩和结果。

当然,如果要更好的管理安全文明,也少不了相关知识的普及,医药公司每年都会对员工进行消防逃生灭火的演练,从而增加员工的消防意识,让员工了解引发火灾等隐患的源头和其带来的严重危害,使员工有了安全意识,对事件有了预防,以及更好的排查安全隐患,隔离危险源,使得管理更加的规范,使“管理”的过程更加轻松。
一个堆满药品的仓库,易燃易损,有点安全意识的人都会觉得这里面禁止吸烟。但是消防安全意识淡薄的人,会抱着出去“麻烦”“不方便”的理由在室内抽上,抽了一次没人管,也没出事,就会有第二次、第三次……一次次地重犯,终有一次要酿成大祸。但如果有了管理行为,有了约束力,有了安全意识,像这种情况,被发现了源头,就立即将它掐灭,处以惩罚,久而久之就不会有人再敢去违背这个“规矩”。而这个规矩,正是严格管理和意识的普及之下才出现的效果。
有了规矩,才能成方圆;有了约束力,才有执行力;有了规范,才有更好的管理。所以,安全文明需要更加严格的管理及意识和各种消防行为的普及,才能出效果。
