"Slack " is the biggest potential safety hazard

The annual National Safety Production Month has arrived as scheduled. The theme of this year's activity is "to prevent risks, eliminate hidden dangers and prevent accidents " . In the current environment where the whole country attaches great importance to production safety, for most enterprises, safety is a compulsory course for employee induction education, and relevant management institutions and systems are even more indispensable. The words "risk ", "hidden danger " and "accident " are often mentioned, but even so, accidents still occur from time to time. In the first half of this year, there have been many major safety accidents in China, which once again sounded the alarm for the management of production safety. If we carefully analyze these accidents, the causes may be different, but the biggest common point is the slack in ideology.

"Safe production has only a starting point and no ending point " , which is what you will hear in almost every safety education. Around us, safety risks and hidden dangers always exist to varying degrees. In particular, our production enterprises, even if the technology is more advanced, the technology is more perfect, and the experience of the employees is more sophisticated, it is impossible to guarantee 100% safety. In the face of this seemingly cruel reality, the most important key point to achieve safe production is to solve "slack " , "ideological safety hazard " . Because ideology is invisible, if there is such a hidden danger, it will not be as intuitive as the safety hidden danger of "conventional " such as machinery and equipment, production process, etc., and can only be revealed through the specific behavior of people, so it is more difficult to find and eliminate.

To sum up, the specific manifestations of hidden dangers in production safety can be roughly divided into the following categories: formalization of production safety, taking safety work as a show, only grasping the surface, lax implementation, and the form of work is greater than the process; Benefit first, when there is a conflict between safety and production and benefit, production benefit is often put first; Paralysis in a long-term safe state, when the security situation is relatively stable for a long time, relax your vigilance and relax your thinking. Empiricism is lucky, afraid of trouble, trying to save trouble, and thinks that there will be no problems with his rich experience. Departmentalism ignores safety and thinks that grasping safety is a matter for leaders and security officers, which has little to do with oneself. Evading responsibility and covering up, thinking that safety problems and violations are inevitable, as long as they are not found, it is not a problem. In our daily safety management, we often say "three violations " (illegal command, illegal operation, violation of labor discipline), which is the most common manifestation of lax safety thinking.

"Thought rules action, attitude decides everything " . In view of these ideological hidden dangers, if we can not take effective measures, increase education, to raise awareness, solve ideological problems, to achieve safe production can only be empty talk. It should be noted that there is never a buffer period or a rest period for production safety work. Instead, it is always a critical period. Jinxi plant environmental protection facilities through the completion of acceptance

On November 1, Jianfeng Pharmaceutical Jinxi Pharmaceutical Factory successfully obtained the approval from Zhejiang Environmental Protection Department that the environmental protection facilities of the project passed the completion acceptance, and a key work of Jianfeng Pharmaceutical in 2016 came to an end. Jianfeng Pharmaceutical's annual output of 35 tons of cephalosporins, anti-tumor drugs and other raw material production lines and various preparation production lines technological transformation projects started construction in Jinxi Development Zone in October 2012 and were almost completed in September 2015. The construction of the project strictly abided by the "three simultaneous" system of environmental protection, conscientiously implemented the requirements in the environmental impact assessment report and its approval documents, and invested 19.34 million yuan in environmental protection facilities. The plant has basically realized the separation of clean and sewage. A new wastewater treatment system with a daily treatment capacity of 700 cubic meters and a "physical, chemical and biochemical" treatment process has been built, and an online monitoring device networked with the environmental protection department has been installed. All kinds of production wastewater, public works wastewater and domestic sewage are treated by the wastewater station and sent to Jinxi Sewage Treatment Plant for centralized treatment; there is an RTO regenerative incineration device of 10000 cubic meters per hour and a centralized treatment device of 4000 cubic meters per hour for chlorine-containing organic waste gas. All kinds of waste gas are discharged after collection and treatment. In October 2015, with the approval of Jinhua Economic and Technological Development Zone Branch of Jinhua Environmental Protection Bureau, the trial production of Jinxi project was carried out. After more than half a year of operation, in early July 2016, Zhejiang Environmental Monitoring Center Station carried out completion acceptance monitoring of environmental protection treatment facilities such as waste water and waste gas of Jinxi Pharmaceutical Factory, and issued a completion acceptance monitoring report of environmental protection facilities at the end of August.
